Is this pre-shrunk cotton?
The description says the shirt is 100% cotton so I was wondering if it was pre-shrunk. Additionally, do you know how long it is? This is for my brother and he's 6'3".

It is not "pre-shrink" cotton. It will shirk a little during the that first wash/ dry. An XL should work out after the first wash/ dry and still fit nicely.
