how do these sizes run? my son is seven. He wears a size 8 short/pant etc... His waist is 23. please advise. thank you.

Junior Small would most likely be the best size for your son. Their is sizing chart located on the item page on the website.

Yes. The "Youth" in Bauer is actually a typical "Junior" in the regular sizes and "Youth" in the small and extra small. Here is the sizing chart:
