The toe staps that you selected here are triangular at each end to fit into the toe buckles. The Vaughn leg straps found at the link below do have square ends that are 1 3/4 inches wide.

Does this include 1 strap and a 2nd strap with the buckle? Because I'm in need of completely replacing my toe straps.

No - the straps and buckles are sold separately. In the search box on the website, just type in "toe buckles" and the matching buckle will pop up.
