Masks are very difficult to size by age because everyone is different, but generally a youth mask would be for ages 4-9.

Youth Goalie mask size
My son and I just went to a Total Hockey store and tried on the mask. However it was just a bit too small for him, mostly in that I could fit my fingers by his cheeks. Is there any padding or foam that can be inserted to make it a more snug fit?

Yes - there are a few companies who make some replacement "peel & stick" foam that you can use to fill the gaps. We currently don't have this foam in stock, but just do a google search for replacement foam for goalie masks and you'll find it.
