The 3k Chassis is designed only for the 4-80m wheel set up. A high low set up would not work with this chassis.

You may replace them with any brand as long as the hub size remains the same (688 vs 608) and the "mm" size is what you prefer to use. In the case of the 3k inline skate it uses all 80mm sized wheels with a 608 hub size. Keep in mind the different softnesses will affect speed and grip and perform differently on different surfaces. For example you may want an extra soft wheel for indoor use and a harder wheel for outdoor usage.
