I would definetely suggest a small. Medium will be to loose hindering movement and decresing some protection.

I would give the Medium's a go first. They will fit the best due to his measurements. I would be a little hesitant to get the large because they may seeem bulky and hinder some movement. However, I imagine he is still growing and may grow into the larges in no time. Very tough decision. Best bet is to purchase both and return the one that doesn't fit or feel right.
