The general rule is a size to a size and a half down from your shoe size. So you will looking at a 9 or 9.5. With a wider foot, down a size should work out best.

I wear a 13 street shoe, would I be able to wear a 12 with and extra pair of socks and have them not be loose? Or go with an 11?

Your size would be a size to a size and a half down from your U.S. shoe size. Ex. SIze 10 shoe = size 8.5/9 skate size. A 12 should work, but I would not go any further then 11.5. That is with an extra pair of socks or a thicker brand of socks.
